This is the Administration Building's promenade,
located just under the domed roof.
The sculpture of the angel was one of eight that surrounded
the building. They represented the victory of peace. The tall
pillars supported gas torches that were lit at night. The view
from the promenade overlooked
the Transportation Building and the Ferris Wheel.
